For Ubuntu 16.0.4 just install the following from terminal:
sudo wget http://mirrors.ctan.org/macros/latex/contrib/titlesec/titlesec.sty -O /usr/share/texlive/texmf-dist/tex/latex/titlesec/titlesec.sty
